Title III Part B was established under Higher Education Act of 1965. There are currently 3 parts: Part B, Part F, and HBGI.
Since its inception, there has not been a study of how these funds have impacted HBCU institutions.

This is the first chapter of the
thesis/dissertation. It should describe the purpose of the
study, statement of the problem, its significance,
research questions, and provide an overview of the basic
components of the research in a coherent manner. It
should also include an overview of the theoretical
foundations, methods, a list of definitions, if applicable
assumptions, limitations, delimitations, and definitions.
I have attached a few documents and here are some links that may provide information:

They enroll approximately 300,000 students, 80-percent of whom are African-American and 70-percent are from low-income families. While HBCUs only make up three-percent of the country’s colleges and universities today, they produce nearly 20-percent of all African-American graduates”…Citation: SENATOR DOUG JONES INTRODUCES LEGISLATION TO PERMANENTLY EXTEND AND INCREASE FUNDING FOR MINORITY-SERVING INSTITUTIONS.
